Ofcom's code in question

Ofcom's ability to enforce its newly launched Code of Practice has been questioned.
The editor of ISPreview, Mark Jackson, has welcomed the initiative but warned "a lack of teeth to the agreement spoils its effectiveness".
The regulator has claimed 37 separate ISPs have signed up to the code, although on closer inspection their agreement is only to honour the letter and spirit of the law.
Mr Jackson was equally critical of the ISPs. Though many play by the rules, "some continue to promote their services as though the headline rate is what a customer can expect to achieve, which is deeply misleading", he said.

Ofcom has proposed an independent test to better establish actual connection speeds.
Mr Jackson expects the regulator will only find what he said most tests have already discovered ISPs rarely deliver more than half their claimed speeds.
